I would like to buy a car at one of those auctions where the city auctions the cars that were reposesed and they are trying to get rid of them .. Where can I sing up for one of these auctions?

first off, the city does not auction reposessed cars. Reposessed cars belong to the banks. They sell them at dealer auctions, and occasionally at public purchase prescription drugs sale.

The only auctions held by governments are either their own vehciles (ex-cop cars, city water trucks, etc) and cars seized by the police as evidence. Check your main police station's public information officer for that.

Also look into auctions at tow yards. People dont pay the impound fees to get cars out. Those cars are sold to satisfy the bill to the tow yard
